It seems counter-intuitive, but stickied threads tend to be ignored a lot. It's better to let the player see the thread pop up every now and then on the 1st page than train his eyes to skip over the stickied thread. Personally I think I am also more likely to read a popular topic which is not stickied (stickied stuff is most likely rules and faq stuff..) .... good argument.
