Can You Build Clothes For Your Warfare?

Clothes? You mean Immortal Skins? Nope.

Skins can be crafted, but only weapon skins and head skins/types.

 

Define "clothes" more thoroughly.

I mean accessories like the scarfs and robes you can add to your warfare. I have 86 plat and that's barely enough for additional warfare slots and weapon slots so I don't won't to waste plat on it.

Nope. Cosmetic items like that are generally only available by spending platinum.

Spend the plat in warframe slots, the rest in item slots. It's more important than a Syandana.
