 I have never been there personally. For what I can tell from other posts, it is a "hidden room" located below the map. From time to time players fall there, or some Ash's after using bladestorm get there somehow. Or at least that's what I have read... I should mount an expedition to look for it at some point.

you can actually get here if you jump against one of those raising cover platforms. On the inside part of course, and make it close somehow with luck. When it closes back down from not seeing you on top anymore it could sometimes  push you below the floor. However there is not a 100% guarantee on this. (as in you will get stuck in the slot instead)

Boot up any source game, host a map, go into console, type sv_cheats 1, and then noclip.

 

Fly far enough you will encounter these on almost every map.

Its basically a tiny section of map thats used as backdrop for the main map. 

 

In source games its real time, so should you stand in it, the players in the normal part of the map will see a ginormous you roaming about in the distance.

yep, in unreal stuff this cube its called "SkyBox", it gives the backdrop to the maps, the map itself its another cube, with a terrain and polygons inside wich are the rooms, the passages, etc, etc.. and inside the polygons you have the objects: the "staticmeshes"...triggers and scripted triggers wich are the buttons of the ascensors for example, projectors: wich are the lights, dont remember what else ^^ that's how it works xD simplified
