(PSN)Eneokun
There's a limited amount of trades you can make each day, depending on your Mastery Rank. All you need to know, here: http://warframe.wikia.com/wiki/Trade_System Edited March 21, 2014 by (PS4)Eneokun

(PSN)Eneokun
Dead Eye mods obtained through Transmutation before its release in update 12 cannot be traded. Source: http://warframe.wikia.com/wiki/Dead_Eye I'm afraid, but that's the only thing I can find about this. I have no idea why else it shouldn't be possible to trade it. And about Sprint Boost, well it's not a rare mod. Must be a bug if you are certain that you were not one of the people that got Dead Eye by Transmutation prior U12. *maybe they added a new rule to certain mods, that has yet not been entered into the wiki pages. Since both are pure alert mods, this could be an explanation why it doesn't show up at all. Edited March 21, 2014 by (PS4)Eneokun

(PSN)Hiero_Glyph
IIRC, there has to be at least 2 alerts before a new mod can be traded. This is to prevent players from cornering the market and demanding excessive prices. Once a second alert for each item is released they should become tradable. I'm not sure if this is true or not but it makes the most sense for why these mods an unable to be traded yet.
