Need Help With A Volt Build

I want to focus on power strength, so  i was thinking that i would max out fleeting expertise, blind rage, focus, and streamline. now my question is with a maxed streamline, Fleeting Expertise and Blind rage, should level out to 35% energy efficiency, correct? if so i would be able to case shock for 16.25 energy. Any thoughts would be appreciated to let me know if im forgetting anything, or a better build perhaps. thanks

IMO you're always better of hitting -75% or -50% efficiency. That way abilities cost 1/2 or 1/4 of what they normally would, and can thus be used 2x-4x more often.
