Essentially you could taylor the base stats and effects of the weapon by picking, choosing and mixing the build materials for desired stats, before even getting into modding the weapon. For example, say you have a rifle platform, and you choose resource a, and resource b, when building it, and it generates a weapon with a higher puncture damage. Go with recouce b, and c, and it's now a higher Slash damage. Add resource D and you change the proc chance, or fire rate, etc. This would synergize with the User Generated Content concept I had before, as well. It might work with existing resources or might need all new or just some new resource types. The combinations that player could generate and then sell in a market to those less inclined to farm and build items could be interesting. I guess you could maybe make a unique item that would allow you to respec existing weapons, but I am less sure about the viability of that idea.
