VicAnimus
Upgrading a mod can improve the performance of one weapon or Warframe, but render the mods capacity too large for another. This can break certain builds or require forma if the mod is hard to come by. My suggestion is not original but I feel it deserves more attention than it has received. Add the ability to adjust a mods rank, between its lowest rank and the highest the player has unlocked, for individual builds. One weapon may use the fully upgraded mod while another is only using a lower rank of the same mod. In the recent community hot topics it was mentioned that ability mods can't be removed from drop tables because of the need for underclocked versions to fit certain builds. I believe adding a level-slider for mods is a fair solution that will allow ability mods to be removed from drop tables whilst allowing the mods to retain their "underclocked" status for certain builds. This may raise the question, "Then what is the purpose of duplicate mods"? Duplicate mods can be fused, transmuted, traded on the market, and sold for credits. Like I said above, this idea has been around for a little while and I feel that it would make a worthy addition to Warframe.
Silraed
This idea received a lot of attention a while ago and got an answer from DE in a livestream if I recall. The answer was any way of reducing mod rank would be a permanent thing, meaning having to level the mod up again.
