Can't Find The Frame I Just Built

So I just built all three components for Oberon. Chassis, helmet and systems are in my inventory. However, I can't use it, nor do anything with the parts other than sell them. Do I some how have to assemble them? I have 3 free frame slots, I am mastery rank 3.

you need to buy the Oberon blueprint form the market.

 

Then you can assemble the parts and make him.

Ugh. So wait. Do I have to buy the warframe blueprint now? So I need another Orokin cell to build the frame then, yes?
