Vitality inreases your HP amount making full recovery longer, since you need to recover more health. Effective HP seems to be higher with simply vitality rather than Steel Fiber, since the latter also counts on the base HP to be more effective, if I understood correctly. Also, Vitality costs less mod capacity points, and if you're not using Hysteria, you'll be able to take a few hits before going god mode. Hysteria has a short delay before invincibility, so there's an opening to get killed if you're taking heavy damage by surprise. So let's say you choose only one over the other. With only Vitality, you'll have a bigger HP pool (740HP) for less capacity points and taking 67% less damage with base armor (600 armor) alone. With only Steel Fiber, you'll have 300HP while taking 81% less damage (1260 armor). If my math is correct, let's say you take an attack that does 100 damage. With only Vitality, you'll be able to take around 22 hits With only Steel Fiber, you'll only be able to take around 15 hits. This is crucial in an opening such as getting knocked down in the middle of a heavy Grineer squad. Both. But if you need to choose - Steel Fiber is a better choice. It doesn't really matter if full recovery is longer if you have a bigger HP pool, especially since Hysteria gives you enough time to do so with only a few hits.
