Question Regarding Cicero And Tethra Mods..

Question

When should I consider using these mods? Are they direct upgrade replacement over their 90% pure damage counterpart? Or do I use them both? I'm asking with reference to playing against high-level enemies..

 

I guess I'm looking for a threshold of some-sort (i.e. with a weapon at 20% status chance, do I use the event mods to up that status chance?), and a general understanding of a good way to mod elements on my weapons. Any help is greatly appreciated.

 

P.S. I did see a lot of threads in here but with everyone stating their own opinion as fact, I can't tell which or who is actually "correct".

Primaries: You only use the proc chance on weapons that have a high proc rate, and also proc something you want, such as confusion, or knockdown.  Proccing damage with these is dumb, since you gave up a bunch of damage to equip them.

 

Secondaries: Like primaries.  In addition, Deep Freeze only adds 60%, so you can replace it with a new mod to get both damage and status (a clear upgrade), as long as you don't want cold for your elemental combo (i.e. magnetic dmg, blast dmg, etc).

 

Melee: Like Secondaries, except there are even more "base" mods that are terrible.  Shocking Touch and North Wind both add only 60%.  

 

There are other mods besides these that add dmg and an effect, such as Wildfire, Focus Energy, etc...  Choose the one that gives you what you want.
