How much Dark Sector actually effects the Warframe story is yet to be seen. But yeah. It's pretty much official they are in the same universe, just separated by vast amounts of time. We'll see how it pans out. The difference, I think, is that the Proto Skin comes with lore backing it, while the Spearmint Skin is just the typical "Happy Holidays! Have a cool skin!" description. Personally, I think it's the latter - given that the talk of the Technocyte being invented by the Orokin (although maybe it means that in the same vein we would call Pre-Successful Revolution George Washington an American when we was really just a rebellious British Citizen?) and the original Dark Sector had it invented by a modern-day human scientist. Have a cool skin!" description. It is clearly tenno tradition to grab their blunt candycane scyths and hunt down a reindeerneer for the christmas celebrations, so all the tenno in tennotown can gather around the lotus tree and sing welcome christmas while uncle hek attempts to steal christmas again. I'd have to agree with the latter as well. With all the compromises and shenanigans that brought Dark Sector into existence, I'd think they'd want to rework it a bit to work in the Warframe lore.
