DE have stated their reason for keeping the ability mods in the drop table in their live-streams.

They said it was because they wanted to allow people to make multiple builds with differently leveled abilities. While I don't know anyone who actually does keep multiples of ability mods for this reason, it is a valid excuse, however flimsy it may be.

I still believe buying them with credits in the market would be a better solution though. Seeing as how every ability only has a maximum of 4 levels to it, rank 0-3, people would still be able to easily make it whatever rank they wish using fusion cores or dupes of other mods, all without cluttering up the drop tables and cheating players out of potentially earning a far better mod.

I've been getting about 5+ Slash Dashes per run on Kappa as well. Seriously, they should remove the ability mods from the drop tables, and just make them purchasable for credits in the market.

I agree with this.
