Don't remember Iron Skin ever being affected by Steel Fiber. You may want to try a Blind Rage+Fleeting Experience build and ditch Roar and Rhino Charge. Did that with my original Rhino and use Rhino Prime as my all purpose Rhino.

steel fiber increases armor which reduces damage you would take from attacks

 

Damage = modded Damage / (1 + (Armor / 300))

 

Lecta = 35 Electric Dmg

 

Damage = 35/ (1 + (Armor (399)/300)

Damage = 35/(1+1.33)

Damage = 35/2.33

Damage = 15.0214592

 

With that being said, Armor lowers the amount of damage you would normally take; that being said, the Iron Skin takes less damage as a result of the increase in Armor that the Rhino has, thus making the Iron Skin last longer, coupled with Blind Rage/Intensify. That's why i'm working both power strength in with steel fiber to prolong Iron Skin; it has helped quite a bit

 

Hope that clears up confusion as to why i use Steel Fiber

You got the numbers right, but armor only reduces damage done to health - it has no effect on damage done to shields or to Iron Skin.

 

Edit: From wiki: "Armor is an attribute of characters which reduces incoming damage towards the character's hit points"

If you want IS to be a bit stronger, you can max out FE and Streamline and slot in a Rank 2 or 7 Blind Rage instead of Steel Fiber.

 

Also rifle amp is pretty terrible. Forma it to a - polarity and install Energy Siphon / Enemy Sense or Corrosive Projection. If you're getting Enemy Sense from the aura you don't need the es mod - can use Stretch or Continuity to buff Stomp or Roar. In fact even without the es aura I still would ditch enemy sense for a larger Stomp and Roar.

I don't use the ES aura with this build since I prefer either Steel Charge and Rifle Amp with Rhino/Prime. the build i posted first was a prototype that I was experimenting, about to post updated build

 

edit: i'll keep the - polarity suggestion under consideration though since i like using e siphon
