I think they have a bit of the same problem as the napalm rockets, the acutal explosion seems to be massive compared to the actual sprite, what's worse is that the jetpack explosions are sentinel killers, and are likely to remove the shields of anyone without redirection/vigor.

The jetpacks do more damage than 10 Grineer troopers with their guns.

I normally aim for that backpack to easily fight them so i don't get many sentinel deaths any longer. Funny thing though, they are the only mob that will dodge out of the way of arrows while im invisible on loki. Ive tried every other mob and this is the only one that seems to ever react by flying away as soon as I release the arrow.

Whats more, they are high damage. I always target them first if there are more grineer around just to laugh at them blowing themselves up.
