(edit) Will these be implemented any time soon or at all? Highly doubt it. On PC there's no middle man like on consoles (PSN / PS Store). You won't say daily discounts, but keep an eye out on the PS Store every week or so. Not saying there's a discount every week, but they've had a couple discounts since launch.
