Updates Specifically For Clan Emblems

Is this possible. For example, a biweekly hotfix that is only for clan emblems. The reaso I ask this is that updates fir ps4 are so far between, as to where pc gets them frequently. I understand that Sony requires a cert process for updates, but is thus the same for vortices? I'm really not computer savvy, so please refrain from acting like I'm a moron.
