As people have said - it's indeed supposed to work with health globes. However, in comparison to Rage, which works similarly - the difference is that with EQ you first need to spawn globes to get healed and therefore restore energy. However, when maxed - you get more energy than health, which is more than overkill. With Rage - just take damage and already convert it to energy, no need to rely on globes. The only weak side of Rage is that if you find yourself in a situation with low hp and low energy(which means that you've somehow already spent all energy from rage) - Rage won't do much good. It will force you to get health to expend it for energy, while EQ would give you both energy and health.
But, since such scenario is rather unfitting for Nekros - I'd say stick to Rage. As long as you have 600+ hp, you will get around 300 energy, enough to fill you up to cast Terrify/Desecrate to refresh the cycle.
And your build, while looking solid(and I'm not looking at Enemy Radar...) - is quite contradictory. You have Rage, which is supposed to let you take health damage to regain energy, otherwise it's wasted mod slot that just sits there dusting. Yet on top of that you have Redirection and Fortitude. Let it be noted, you have one of the lowest shields in the game - 270. Worst stat to scale.
Overextended, really? Where do you need so big range? Stretch is enough to cover big room from the middle, to work one whole side in Orokin Defense. Overextended is just an overkill. I prefer to micro my Desercrates while watch what do I desecrate. I don't want Desecrate to be popped by a corpse two rooms away by some ashwipe in survival who can't stay with team. Also, Overextended reduces power strength. You've already removed Shadows, with Overextended you might as well remove Terrify. What will you Terrify, 4 enemies? Might as well summon 2 shadows...
Streamline is a good thing, but only for ODD, where you pretty much spam Desecrate and need it at 12.5 cost. For everything else - it's a wasted mod slot.
And you don't have Natural Talent... Most important mod for Desecrate spammer. And for Nekros in general, because the time in the heat of battle saved from casts of Desecrate or Shadows - is invaluable.
Consider Quick Thinking with Rage and Flow. It will work as shield, as long as you can maintain health/energy with orbs.

http://goo.gl/jFgnQC - Pure Desecrate. For short(pre-level 75) term survivals and defenses. Yes, double range, but that is if you want to desecrate only. Personally I'd still take something else instead of Overextended, like http://goo.gl/hAiXgt.

For a dedicated support-desercrater endgame (past level 75) Nekros, I'd take http://goo.gl/Pg2ekz. Corrosive Projection is more useful than manaregen if you have orbs and other teammates, and it fits the "-" aura polarity. Shadows is still your signature ability, and Nekroses used to survive before corrupted mods, so Streamline is also viable. This is enough to targely Desecrate, all the while having tough defenses, good range and the ability to CC and summon defensive fodder.
