He isn't broken. I've killed Ruk hundreds of times. Sometimes you'll get cells 10 trips in a row, sometimes you won't get any for the longest time.

 

My current longest dry-streak is 17 runs. It's just RNG man.

You get more cells in survival ceres and mimas (survival) saturn.

serves you right relying on 1 npc, do survival on saturn, prefably corpus if they have a survival node, you'd get 3-4 cells in 20 minutes and alot of oxium as well.
