Question About Radial Blind Stealth Modifier

Question

So in anticipation of melee 2.0 I've been trying out various frames to see who might be fun for a melee build.  When I heard that Radial Blind puts enemies in an unalerted state that seemed perfect, so I took him for a couple test runs.

 

However, I've been having some issues with Radial Blind.  Namely, I'm still getting white hits occasionally, and I can't figure out why.  A majority of hits (60-70%) are getting the stealth modifier, but I'd really like to figure out why the others aren't.

 

It's happened in both the "stunned" state as well as while they're blinded.  it doesn't seem to be affected by whether or not they know where I am (I fired my gun a few times near them then melee'd while they were still blinded, same rate of stealth hits).  The first hit after blinding them doesn't guarantee it.  I thought it might be if I was too close to them, but that doesn't seem to matter either.  I'm wondering if Radial Blind is a bit fidgety when it comes to registering an enemy as alerted, or if this is all stealth mechanics and being cloaked with Ash or Loki has the same problem I'm having with Radial Blind.

If your sentinel has his attack precept on, then his attacks will alert your blinded enemies (you, your teammates, and your teammates' sentinels don't, it's just your own sentinel for some reason).

 

I REALLY think they should turn the damage from the un-alerted melee bonus into a legitimate part of radial blind and not just a happy accident.

Things that make it goes white:

1) You touched their body before hitting with melee. Use range mod to counter this. To regain the multiplier, go to the opposite side of them.

2) Any non-silent weapon sound whether it comes from your weapon or your teammate. Use silent weapon or noise reduction mod to avoid this.

3) When you drop from higher ground. You will notice this when enemies take aim at your feet. To regain the multiplier, go to the opposite side of them.

Out of curiosity, do Loki and Ash have the same problem when they use cloak?  I'm wondering if cloak is less fidgety than Radial Blind, or about the same.
