Mod Stacking Not Working? Shows I Have Mods, But Can't Fusion

My stack of mods says I have (for example) 100 mod cards stacked. When I go to fusion, it only lets me use like 6 of them. Do I actually have 100, or 6 and it's bugged?

Nope. It happens even if I have a completely unranked mod and trying to max it. Would take more than 6. I have had to go back and use other mods to max it.
