I recently upgraded my graphics card from a GeForce GT 440 with 1 Gb GDDR5 to a GTX 650 Ti with 2 Gb GDDR5. I was expecting an overall improvement in performance and that's what I got. There's just one issue; every time I start the game, my frame rate sits around 30(both in game and the UI) unless I minimize the game, then restore it. After that, I see a steady 60fps even in the Void.

Other system specifications:
CPU: AMD Phenom II X4 840 3.2GHz
RAM: 8Gb DDR3 1333
OS: Windows 7 Ultimate 64bit
MB: ASRock 880G Pro3
Does anyone have any idea why this happens?
