The only damaging power I know of that's an exception is Mag's Shield Polarize, which does scale as it works off of a percentage of shields.  In fact, with a power strength build, you can eliminate all of an enemy's shields and pretty much annihilate bunched-up groups of enemies from the damaging effects.  It really should be an ult rather than a third ability.

 

It's her second ability.  Yes, Mag's 50 energy second power is far better than her ultimate when fighting Corpus.  Also, her first ability is better than her ultimate in terms of damage dealt for energy spent.  Crush is a liability and about the only time I use it is for the amusement factor of lifting up stuff and squishing it on low level missions or those occasional times that I get 'From Within'.

Crush needs some debuff to be viable. Crushing bones might slow down enemies or something like that.

Well, seeing as how all 3 and 4 abilities use "Rare" mods, it's not surprising that the 3 ability might be more useful than the 4 on some frames.

 

Usefulness aside though, if you think about it, you can understand why the 4 abilities are considered ultimates over the 3 abilities. They all exemplify some type of ultimate power.
