Blocking Does Not Function Properly In High Latency

In conclaves if playing with a high latency player, you will not be able to block their penta explosions or their arrows, kunais, hikous, despairs if there is high latency. Reflect also does not occur. Trying to figure out of this applies to enemy AI in games with high latency.
