If you are referring to the Imperator Syndana, that one is available in the shop.

 

As for the very new one, the Rakta Syndana, that is available through the new event. Just do the event missions until you get 100 points and you'll get the syndana for free.

You get as a reward for the event going on. You need to accumulate 100 points from rescuing certain rescue targets. Look at the official post for it here in the forums for all of the information.

It's just Rescue 2.0 event reward, every Rescue 2.0 run yields 1-12 points, 100 points get you the syandana.

You mean the "Lady Bug Wing" syadana. Ok really that's what I see when I got it. I wish the syadana was one of the prime access instead.
