Then your friend doesn't know how to play Excalibur the right way. I wouldn't say hes the strongest but hes also not the weakest. But if you're looking for a fun frame to play then Excalibur is an option.

His damaging abilities are a bit underwhelming compared to other damage abilities. He has some pretty good mobility and a strong CC skill.

 

Overall, Excalibur is pretty balanced in terms of what he has to offer.

Excalibur is pretty much universally loathed by players who start with him and then ignore him once they reach higher levels and have other frames.

 

For one, yes, absolutely use him if for nothing but the mastery xp.

 

For two, his stats and abilities are very well balanced and useful as far as we've gotten in the game. Slash Dash isn't the best damage but it can get you out of tight spots and cross gaps and such. Radial Blind, as others have said, is amazing. Super Jump is cute at best but easily his least useful skill, although it pairs nicely with Heavy Impact. Javelin isn't the best 'nuke' at a glance, but the entirety of its damage can be channeled into a single target via Bullet Attractor, making it deal overwhelming damage, great for killing bosses.

Excalibur is a mobile frame whose abilities compliment gunplay and melee equally.  He is not particularly durable and can't rely on abilities to do damage, but if you're a relatively skilled player and bring the right equipment Excalibur won't disappoint you.  Using Excalibur for as long as I did definitely helped me build good Warframe fundamentals.  I hope that you find a similar result. 

 

Also Radial Blind is super exploitable but don't figure that out too quickly, and enjoy :p

I have built 7 frames and I am back to using Excalibur with melee 2.0.  This radial blind allows 4x melee damage and I have been meleeing with the frame in all missions today.  Hardly used my primary and secondary at all.

 

He is very versatile with his build if you leave his aura slot neutral. You can run any aura mod you want.   Just forma two polarity slots if needed as fully ranked, they are just ranks 3 and 7.  

 

He and Loki are my main frames currently.  I use them on just about any mission including T3 survival.

Basically, this.

 

The only thing that is inherently "weak" about Excalibur is his ultimate, Radial Javelin, which simply deals a medium amount of damage with no side effects whatsoever (meaning that it won't scale infinitely no matter how you mod it). That ability aside, Excalibur has one of the most well-rounded kits in the game, with medium damage-dealing, good mobility, and a wide-ranged crowd-freezer.

 

He doesn't truly "excel" at anything (aside from getting every enemy on the screen to suddenly stop firing with the click of a button), but there is no situation that Excalibur is "bad" in. He is also one of the three Frames who can forcibly enable melee stealth multipliers using one of his abilities, making him easily one of the best Melee frames in the game.

Would you call a frame that can stop every enemy, leave them wide open, and cause melee damage to increase by 400% bad? Excal just holds up his sword and tells the enemy "Nope" and they can't do anything. Even the G3 is powerless against the almighty Radial Blind.
