How Do I Build Frost Prime?

I want to maximize his Snow Globe, so... Do I mod it for Power Strength? Is Fleeting Expertise good on him?

Snow Globe is affected by power strength and Frost's armor, if trying to maximize its hp.

its also really good with duration mods and depending on the mission range mods

The build I eventually ended up with for high level content was http://goo.gl/3TnLH6, giving you a 9.5k globe at default size for 21 seconds for 25 energy.
