What Is The Benefit Of Having A Higher Ranked Specter Regiment?

According to U13.2.4:

"-No army: 2 active at any given time.

-Army: 4 active, with the amount of eligible conflicts determined by the rank of the Army.  "

 

I just want to confirm what "eligible conflicts" means. So, if we have a Vapor Specter Regiment deployed on a rail we own that means four Specters will now spawn to defend our rail from attackers. If we successfully craft a Phase Specter Regiment and we also now own a second rail does that mean we can now deploy that single Phase Specter Regiment at both rails as compared to having only a single Vapor Specter Regiment deployed on one? But what if we craft a second Vapor Specter Regiment? Can we deploy those two Vapor Regiments into each separate rail to attack/defend?

 

The purpose of the higher tier Specter Regiments confuses me because I wouldn't see a single clan or alliance having multiple conflicts open unless they were a big group such as Eclipse. Please include screenshots of UI to help me understand how these things work and thanks in advance,
