Farming of Orokin Cells is rather easy if you speed run Sargas Ruk. The spare parts of Ember he drops also give you a nice credit bonus.

With 900 plat you could avoid the RNG wall and get Loki Prime Bo Prime and Wyrm Prime in trade chat for less, I got my Loki Prime for 303 plat

Then thats a factor based on the invasion system, it has nothing to do with platform differnces. Content is not locked out based on platform.

Best way to farm cells: Ceres solar rails. Lots of exp, and cells do drop. Could always go after Ruk, but at times that is no faster if he doesn't drop anything.
