Blind Rage On Offensive Frost Prime

Yes. Frost hits very hard. Ice Wave does 750 in a big area (and slows enemies), and Avalanche does 1500 all around you. He's very good for Corpus, pretty good for Grineer (at least when they get Alloy Armor), and not too great for Infested. Against Void, he's great for clearing out the Crewmen, Lancers, and Drones.

In other words, go for it.

IMO, It really depends on how (and where) you plan to be offensive...

Frost's abilities don't scale that well being that they are damage based. The utility his damage skills provide aren't of a type that will keep you from getting attacked.

Even with the additional armor, shields, and hp, he's fairly squishy without SG.

Blind Rage can definitely be used in Offensive builds... I wouldn't raise my sights too high on what that means in high level encounters though.

For his abilities, Blind Rage is equal to either overkill or wasted energy depending on the content being tackled in my experience. YMMV.

Bloodarmoredapostle did a youtube with an offensive build that looked pretty awesome. Go check it out.

My general advice for all frames is that efficiency is better than power. The vast majority of abilities can be cast repeatedly for greater effect than a stronger more expensive ability.

For example, the three common builds are max streamline+FE, Intensify, and max, r2, or r7 Blind Rage.

With max BR you have an ability dealing 227% damage, costing 65% of base, meaning ~350% damage per 100% base. With R7, you have 202% damage, costing 50%, or 404% damage/base. With R2, you have only 157% damage, but a cost of only 25%, so 628%/base energy cost.

So you can see that working with a Blind Rage rank 2, and keeping 75% efficiency, will provide the greatest benefit/energy use.

Now, there are exceptions; notably abilities that cannot be spammed. If you intend to cast Snow Globe and walk away for a while, you will likely wish to build with a higher power strength and longer duration. If you plan to stay within the globe, you are better off building efficiency and just recasting when needed.

The other notable exceptions are abilities that increase damage, such as Sonar, Roar, and Acellerant, and abilities that can only impact once, such as Molecular Prime or World on Fire.

TLDR: With a few exceptions, it's always better to keep max efficiency, so using a Rank 2 Blind Rage is generally best.

However, in terms of fun, its often more rewarding to kill stuff in one hit than in two, regardless of which is more efficient. I generally run with a Rank 7 BR on my offensive Frost build, giving me 217% power strength with the alt helm, making abilities hit very hard. With Avalanche costing 1/3 of my energy pool it's a bit more trouble to maintain, however.
