Molecular Prime Glitch

I was using molecular prime the other day in a mobile defense mission, and instead of slowing enemies by 30% they were sped up by 30% has anyone else experiences this?

Now with Nova if you have negative power strength, it actually speeds the enemy up instead of slowing them down.
