Fusing Problem

Is there any particular reason that the game will not allow me to Max, the mods Virulent Scourge and Malignant Force despite having 380+ Cores and 1.4mil credits when neither are currently installed? , I have also noticed this behaviour with other rare mods.

Not sure other than the fact that the game could be glitching out when you attempt to fuse. Send support this information and see if they can give you some solution.
