Something that allows the players to list their items, and receive offers on those items.

Notes would be useful too so other would know whether you wanted plat or items as an offer.

There's a bit of rumor that the Ships will have something akin to a marketplace.  Not sure how much validity that holds, but it wouldbe nice to be able to access a solar mark of some sort.

if these replaces the  trade chat  then yes

There will always be a need for trade chat, immediate trading is something that helps keep the economy moving in a lot of games.  The ability say that if you want it now you pay a little extra, or if I want my money now I charge a little less (depending on how the in-game market would be conditioned).  For sale by owner scenarios will always be there, but it would become far less cluttered.  I would like to see it compliment, rather than remove.

On the note about, well, notes (from the OP), I think a choice of plat or credits would be better.  Trading item for item seems like a Trade Chat kind of thing, rather than something I would do over an open market.  Barting is for the Auction House, in my opinion.

I think I'd rather see trade chat turn into something more systematic instead of an actual marketplace/auction house since they are pretty abusable in most games.

It would need to be extraordinarily limited to keep it from trivializing much of the game.  Something like 3 listings at a time per player max.

The purpose is to prevent a situation where new players are far better off simply farming a few pieces of whatever the new prime of the day is, selling them, and using the plat to buy from the already existing hordes of mods and more common primes, thus making it more efficient to repeatedly prime the part du joure.

It would turn the already somewhat monotonous prime hunt into a more efficient replacement for playing the entire game.

As it stands, the only thing preventing that is the trade limit, and more importantly the time spent finding someone selling those mods cheap.  Remove that, and a lot of the game becomes obsolete.
