Zephyr's Dive Bomb Still Broken?

Just got the dive bomb, sometimes it works, sometimes it does not.

 

As far as I can tell, the old explanation of "The damage is applied under where it strikes, so it's mostly underground" may still stand, as it seems to work if I land ON something or a raised bit of geometry above enemies.

I'm not sure if it's broken or not, just may be its intention. When you activate "divebomb", that initial impact (I'm guessing) must be at the same level of the enemies so that they are able to fall to the ground or at least take damage.

 

I've landed on a box by accident and encountered your same issue; it may just be "divebombs" intention.
