Blue Flickering In Oracle Lab & Observatories

Anyone else know what this flickering is from? It's like every 5 seconds, it flickers really quickly a light blue screen when looking into orbit. 

 

edit: here's a glimpse of the bug. It took me a while to catch it with print screen but i finally got it.

Probably some weird skybox 'tick' as it resets.
