Developers have to make graphical compromises in order to get things to run well on weaker systems. Things should slowly get better with optimization, but don't expect resource hogs like shadows any time soon. As for particles, PhysX supports the PS4 but it uses an entirely different API on that platform, so it would take recreating the entire particle system in order to get it to work.
