I'm willing to bet that the issue which has forced them to have the combo for throwing the Glaive weaponry set at E > Hold E is directly tied to the way in which combos work at the moment. As is known, it's a simple one-button branching combo system. I'm thinking that the way in which its coded at base, is in such a way that the first press of E cannot currently be a variation. More or less, they can only allow one choice at all for the initial strike due to some obscure coding limitation which arose with the removal of charge attacks and the subsequent implementation of the branching combo system. Coding is a fickle thing by nature. It's likely possible that, due to the oversight which caused this discrepancy, they'll have to and probably currently are working on redoing the basic structure of how the combo system works from the ground up. More or less, it's a complex fix that isn't even slightly easy to implement. Granted, it's also possible that it just got kicked off the shelf by other things. Status mods are still in a shoddy state after all this time so we can't really rule that possibility out.
