How Does Elemental Damage Work?

I heard fire damage does 400% to infested? Does this mean the burning effect on an infested do 400% fire damage? Or does it quadraples my basic damage against an infested when i'm using fire on it? Though that confused me since modules usually have a minimum of 5% and a maximum of 90% fire damage.

It means that fire damage does more damage to Infested than it does to Grineer or Corpus. Just as electric damage does more damage to Corpus than to Grineer or Infested.

Any other damage separate from your "normal" damage.
