There are hints that support this idea. Vor talking about the corpus not clearly understanding the void's purpose "despite their heritage", is the best one. The Corpus isn't one mega corp, but more of a conglomerate of businesses that have come together to fight the Grineer and the Tenno. "Together we stand, divided we fall." That doesn't mean one board member won't occasionally mess with another board member's business ventures for the sake of profit.
