Stalker Death Mark

I have been messaged by this Stalker dude 3 times but have yet to see him, do I have the Death Mark?

If you've gotten some messages from him, then yes. He just has a low chance to spawn in a mission (around 1.5% + 0.5% more for each player with a death mark in the squad), so it can take a while before he appears.

This only applies when you are expecting the Stalker. He is much more likely to show up if you need him not to show up, or are just not expecting/wanting him.

 

But seriously, the chances are very low for the Stalker to show up. If you want a chance to deal with him, or want to make him show up, check the recruiting tab on chat to find or request a Stalker hunt.
