Getting Lower Tier Specters When Earning Higher Ones

What the title is trying to say is that you would be able to obtain a vapor specter and a phase specter if you earned enough points for the phase and the same goes for higher tiers adding more and more specters.

 

Really the only reason I want this implemented is because I can't seem to get a vapor specter at all and I think the phase are too expensive for what I have in mind. (yea ik they are only 30k and a little materials but I'm super poor, like under 100k creds poor)

To get the lowest Tier Specter you have to go to the Mars Rescue mission.

Don't get all the points, so leave the Wardens alive or get detected before you release the prisoner.

For Vapor Spectres, just run Vallis, Mars and let a Warden trigger an alarm before you kill them all. You don't get the stealth bonus, which would push it into the Phase Spectre range.
