Mod Drops

Did they make the drop rate of Crimson Dervish and Gleaming Talon higher or make those mods more common? I've seen quite a lot of people trying to buy them at 20-30 plat a piece after the patch.

Also, people are selling the dual electric mods for suuuuper cheap like 40p for the set. Was it released in this update or what? And if so where?
