After getting the foundry segment, Ordis (the ai) should say something about the resource supply being stolen also, then Darvo should mention a place where you can steal stuff from Corpus. A quest marker should be available on a planet on earth. If you don't see that quest marker, then you are currently at a hiccup in the quest and will have to wait for DE action whether it be direct support or an update that clears up the problem.
