Resource Extractors Not Accessible Despite All Nodes Being Unlocked

On Earth, I have every node unlocked.  This is not the same as completed - I have yet to play through Gaia and Lua - however I can click on and play through every mission on Earth.

 

However, on the bottom right, I can see that I need to "Unlock all nodes in this system to deploy a resource extractor" - I would question exactly what's the definition of "unlocked".  In U13, I was able to deploy an extractor on Earth despite not having played all the missions; now, I don't have access to the Deploy button.

 

Is this intended behavior, or is this a bug?

I have this problem too, on a few different planets that I know I had unlocked completely prior to Update 14. I'd like an answer to this as well.

 

All nodes are unlocked, yet I am unable to deploy an extractor there.

There was already 1 fix where u couldnt get back the extractors that you deployed prior U14, so they are working on it.

 

Did you try killing the boss again of that planet? I couldnt deploy on Earth, did the assasin and now i can.

Hmm, I haven't tried that yet. I'll give it a go.

if any of the missions are flashing/blinking it means you haven't played through it yet.
