I am 'trying' to test this out, but being nervous about it. The link mod at max rank is 90%, its linked to your warframe apparently like other link mods 'AND' 90% of 20 (i think players have 20 seconds at default), so thats 18 bleedout timer transfer transfered over, so 18+3 = 21 seconds.
