New Dark Sector Conflict Issue

You don't keep mods dropped from Spectres- relatively simple really. Testing out the new Dark Sector conflicts 2 spectres dropped mods one being Rage and the other Decisive Judgement- And no im not mistaking this for the mods you level up and get back on your gear. I wasn't wearing my D Nikana so D Judgement shouldnt have been my level up re-unlocking and I don't even own Rage yet so i cant have re-unlocked it. (It's sad too cuz it didn't give me the rage mod having never had it ;-;) Meaning the only way to get Decisive Judgement right now is Transmutations as new DS conflict doesnt allow you to keep drops.
