I then attempted to upgrade it again with over a hundred more common cores at a of I believe 76500 more credits. That brought it to 7 and about a third of the way to 8. When I found the mod in my inventory (this is the only one so I'm not missing a second upgraded mod) I found it still at 4 but my cores and credits are gone. This is a very expensive bug.
