Does Phorid Drop Neural Sensors?

I have run Phorid on Jupiter at least 20 times since U14 and gotten nothing but useless argon crystals, the occasional cell and other garbage. Can this guy even drop neural sensors anymore? He dropped rubedo a couple times but that is not even in the Jupiter drop list so I have no idea what is going on anymore...

I got one lucky run on Alad V which got me 4 somehow and I haven't been able to get any more since :( rng pls
