Particularly if they require Orokin components that are very difficult to manufacture or acquire. Like Zanuka production is bottlenecked by how many Tenno you can capture. That can't be cheap. Zanuka is a different breed of robot, unlike Jackal and Ambulas. I see Jackal/Hyena Pack/Ambulas/Raptor as essentially being many MOAs rolled into one. Stalker is messed and confused persona, he might be considered emo. Doing things nobody understands and then complains that he is angry and wants his revenge. It could be something very similar to Orokin cells, catalysts and reactors. It's something you either don't understand perfectly, has a problematic and difficult manufacturing process or are a non-renewable resource that you have to go on an archaeological dig to find. If they're sentient robots, then as somebody else pointed out, you're killing them because they may actually be leaders.
