Or Lower Guardians like Stalker, I haven't seen anything in the lore that says that Stalker is the only Lower Guardian to have survived. In fact, quite the opposite is true. Stalker mentions that other have been around since the Tenno were sleeping. Since Stalker is from the Orokin era, he is basically a "Prime."
