we should need this value in the ui somehow ... i didnt knew it in all my builds untill i found out on a random post about this ,.. yes i thought before that over 100% seems a little odd but it was at least a great power creep dream

 

That's a good point. The game assumes we acquire the knowledge from elsewhere (wiki or forums).

This game doesn't tell you S#&$ about anything that is really important.

75% is the cap, but thats after taking into account both positive and negative changes. A common tactic is to use a full FE and Streamline (would make 90%, overkill) and then install a rank 2 Blind Rage to drop it back down to 75%, thus not 'wasting' any mod points and keeping perfect efficiency.

Note that you can equip maxed Fleeting Expertise and maxed Streamline resulting in 90% efficiency, 15% of which is cut off due to the cap.  To make use of that extra 15% you can equip a rank 2 Blind Rage, consuming the extra efficicency and bringing you to the cap of 75% while also providing 27% extra power strength, almost as much as another Intensify.  A 57% str 75% eff build is ideal for using powers for damage as it gives you the most damage per energy spent.
